Why isn't there a universal cel phone? Is it better to keep throwing them away?

Because the companies want your money! You dont have to throw them away you could sell them on craigslist.com or ebay or you could donate it to a local womans shelter they reconfigure the phones to dial 911 only, for women in abusive relationships.
