Can The Humane Society Do This?

We recently discovered a litter of six kittens and their Mother. The Mother was (Were uming) abandoned when someone moved and we've seen ehr for a year or so now. She's been small and scrawny looking for ever, but especially now that she has six kittens she looks very skinny and weak. We called the pound when we found her litter, who's makeshift den was right next to a busy road and they aid that they wouldn't do anything. The kittens are only about three weeks old, and we treid to catch them and the Mother but it didn't work well. So we left food and water out for them. Can the Humane Society refuse to come and try to pick up the babies and their Mother? I hate to leave them by that big road..
