Is the new CA's course worth studying without PE I & PE II level, just the CPT exam viz just an obtective type

One of my friends, now doing her 3yrs articleship feels that the CA course's standard has gone down without PE I & PE II and just an entrance exam (CPT) and then direct to inter and then articleship and at last the final exam. Is it so?
