How does E.U deals with narcos, illegal drugs, and violence? Should Mexico & USA (NAU) look at their model ?

in spain drugs are rife more so than the uk and the police turn a blind eye to it as paperwork is involved it was quite a culture shock when i arrived here i live in a village and i would say a good 70 percent are into drugs say it all really!!!!!!!!!!!!!!!!!!!!!!!!!
